Dug through Painting the Medium and didn't find anything, so I took it to YKTTW as Translation Punctuation

Do we have something for use of nonstandard punctuation to show that people are talking in a different language that's being Translation Conventioned into English? Example
from Terra with a pair of Azatoth speaking their own langauge, rendered using angle brackets instead of quotation marks.
