I've never heard that, but doing a Google search, I found out that "my little cabbage" is a translation of a term from French that someone might say to a child or a baby, so a Clouseau accent would be appropriate.

The "Clouseau-type" accent might actually be from Pepe Le Pew. He often spoke to that poor cat he was always chasing in a light, sing-song manner and called her all sorts of affectionate little nicknames.

Pepe Le Pew sounds likely but I only know one of his cartoons and I don't remember a possible context for this in it.

If it is Pepe Le Pew, it might be the cartoon "For Scent-imental Reasons". Towards the end, he ends up getting chased by the cat instead, and she locks the door to the room they're in and drops the key down her neckline — that might be why the line you remember refers to a key.

one thing i think could be likely is Clouseau talking to a superior or client (i'm pretty sure it wasn't anyone talking to a woman). as this sounds out of character, perhaps he was in disguise?
