I would guess any media that is freely and legally available online.

Webcomics, a large amount of fan fiction, a fair bit of web original and "new media" content.

That said, I don't think there's any rule that says it has to be done. It's just a common practice that's arisen.

There's no rule for or against. However, for works that are solely or primarily available online, it is courteous, other considerations aside, to link to them rather than force readers to do a Google search.

Would ebooks count as works primarily available online, especially if they're exclusive to that format?

For me it would depend on whether the link is to the work's official site, if it has one, or to a store page like Amazon where the reader is being encouraged to purchase it. We don't want external links to look like advertisements. Same deal if the work is behind a paywall; any link should be to a publicly accessible page. If one is not available, then the better part of valor is to omit the link.

Of course, that's just in the description. Examples may link to the actual content, as long as it is legal to do so.

Oh, and we have a policy against linking to manga scans, because they're not actually legal. If you see scan links, remove 'em.

Also, don't confuse manga scans with web-first manga. There are quite a few webcomics that call themselves manga just because they follow the art conventions. Linking to those (on their own sites) are perfectly okay.
