I read this about 1980-82. It was in a school reading textbook, at a middle school level (or thereabouts). It's a short story.
A man is going to work, and drives his car into a parking ramp, where he parks every day. He drives past the first couple of floors of the ramp, because he knows those are always full and he won't find a spot. Then he starts looking for a spot. He goes past a couple more floors without finding a spot, but he doesn't think that is too unusual. But then he starts really paying attention. And a couple more floors go by and they too are completely full and he can't find a spot. He starts to worry now, because this is the highest he has ever had to go in the parking ramp before finding a parking place. More and more floors go by. He starts to panic. The reader realizes that this parking ramp is a whole lot taller than any parking ramp in real life! He keeps going and going, up and up, floor after floor. All the floors are full, there is nowhere to park. Finally, he just gives up and decides to just keep on driving up. He goes up and up until he gets up unto the roof of the parking ramp. By this time, a whole group of cars have joined him. They all spread out into separate lanes, and are driving across the roof of the parking ramp. Then suddenly they see another group of cars, in the same lanes, but heading right towards them. All the cars end up crashing, and that is how it ends.
