If it's just like "I'm a scientist and have never heard of any kind of preliminary testing," it might be in the spirit of Professor Guinea Pig.
Your example sounds possibly more like Unfinished, Untested, Used Anyway. I'm not familiar with Silo, but if there's wastelands and airborne toxins everywhere, and society has suffered total breakdown, there may not be a good way to test it (i.e. Justified Trope).
Unfinished, Untested, Used Anyway sounds like something that covers both of them and actually works out, will just need some extra elaboration. And Juliette was planning to be Professor Guinea Pig of her own suit, so it kinda works for her, too.

Pretty much the title.
Alice needs to use an untested prorotype, which, if it doesn't work, will kill her. Bob steals the prototype from Alice and test it on himself. If it doesn't work, he dies (and Bob is fine with that) and spares Alice from dying herself. If he survives, then the prototype is safe to use.
I need it for specific scenario from Silo: Juliette jury-riggs herself a hazmat suit made of a firefighter gear, a sealed helmet from a proper hazmat suit and an old re-breather. There is no way to tell if it's going to work (or is it even sealed in the first place). Solo steals the suit from Juliette, making her think he wants to trap her in his place as a Bunker Woman or similar... only to find that Solo took the suit down to the flooded levels and used it as diving gear - under the logic that if he drowns, then the suit wasn't air-tight and thus wouldn't work as a hazmat gear anyway, giving Juliette a painful death to the outside toxins, while if he walks down and then up the flooded levels, then it's properly sealed and safe to use as hazmat gear. The suit doesn't take in any water, and Juliette is later able to successfully use it to brave the wasteland outside the Silo 17.
