Well, a character flaw only has to impact the story and hinder the character's journey; they don't need to necessarily develop from it.
Closest we'd have is Flat Character, but you didn't specify zero development.

A story sets up a character flaw and it has a certain degree of impact on the plot, but the character doesn't develop from it whatsoever.
