TroperWall / WikiMagic CleanupHold on. Before anything else, is the draft you're asking about your own, OP? You should ideally not launch drafts that aren't your own, either through adoption of one Up for Grabs or one you yourself made.

If it's not your own, then you can't launch it. That rule is right above the one you linked above in the TLP Guidelines

Wild guess, when you say "launch a draft", are you referring to pressing the "Launch a New Trope" button at the top of TLP that initially creates a draft?
Suddenly I'm... still rotating Fallen London in my mind even though I've stopped actively playing it.So, terminology time. "Launching" doesn't mean creating a draft, it means publishing the page on the wiki. So there's no need to "announce" a new draft that you're making; just go ahead and make it. You only announce when you're intending to publish it.
The text of the "launch a new trope" button is indeed confusing, but it's not what "launching" a trope actually means.
