A character promises something that is meaningless, perhaps because they don't have any choice. For example, in The Great Gatsby, Tom tells Daisy that he's going to stop having affairs and that she's going to be the only woman in his life, but he only says this because his mistress, Myrtle, is leaving and he's trying to keep at least one woman in his life. So the promise is meaningless because he's promising something that is happening anyway.
