From what I've seen of TV Tropes, any time a character tells the truth but isn't believed by another character, it's linked to Cassandra Truth.
Of course this means Cassandra Truth has a very broad interpretation.

Alice says something to Bob, usually along the lines of "don't do X". Bob proceeds to do X, and once the fallout gets dealt with, is asked why the hell he still did X after being told not to, and answers "I thought Alice was lying".
Often seen in Not Always Right-type stories, as in "Yeah, there was a closed sign on the door, but everyone knows the employees do that so they don't have to do their jobs!"
