Might be helpful to point him to a few Administrivia articles. ATT is made for queries (and the one about the Living Thermostat trope is kosher in my eyes), but Administrivia articles answer a lot of questions for confused tropers so that they don't need to make consistent ATT queries such as "how does this work" and "can I make this page?"
As far as I can tell, no ATT query of his has people pointing him to such articles or to Administrivia as a whole, so I'd suggest maybe shooting him a PM with article links and encouraging him to give them a read.

How To Create A Work Page, How To Create A Character Page and/or Page Templates for the Animators Hell example. Maybe also Work Pages Are A Free Launch. TLP Guidelines for the Living Thermostat query, but make it clear that it's for their reading only so them can understand what's happened and why.
The download functionality query...not sure what page I'd point them to on that one. Best guess would be the GHWE thread on the forums. (Same goes for the two forum-specific ones) Personally, I don't think that the download feature he's after is kosher, but that's also not my call to make.

Johnyboy 08 has a history of making queries asking about menial stuff that better fits elsewhere. In addition, he never puts in more than a few sentences into his queries, making them look extremely basic. Examples include, but are probably not limited to:
Essentially, I'm of the opinion that Johny boy does not know how queries work, nor does he realize that queries are not the only way to ask questions about this site. He really needs to be taught a lesson about how this all works before he does this again.
