From how I see it, the trope is about a designated arbitrary idiot who escalates problems and nobody considering to remove them from the picture. It is not someone who creates conflict due to an oversight or viewers headcannoning alternative solutions.
I similarly don't think Laconic and Playing With pages match the description.

JustEatGilligan.Western Animation has several examples of villains overlooking smart solutions.
I believe this is misuse as Just Eat Gilligan is about overlooking something that could solve the conflict, while villains examples are about creating the conflict. I think examples have been removed on those grounds.
