Both. The entry is brought up here for publicity and is removed, and the user is noticed about it, so they would know there's such a rule in case they don't already.

Also note that cutting anything on the wiki without a reason (at least citing some policy) isn't allowed.

Ah, gotcha. So this is a bit of a holler, I suppose? Thank you for the help.

I was concerned that doing that would, like, hang them out to dry, so to speak, and I don't want to make somebody feel targeted. But knowing the procedure for this is good.

Well, there was a recent argument that while Ask The Tropers is where reports go, we should "avoid making people uncomfortable even if they're breaking rules", so it'd be better practice instead of using names to link to when the entries were added in edit history and also PM the person that there's an open discussion about them.
