The passage you mention is eerily similar to the one Soviet "interior" mission
of the original Red Alert.

It's somewhat like Red Alert, where you control your onscreen units to attack enemy bases and whatnot. The onscreen units you control have a high-pitched voice that sounds robotic though (unsure if you're controlling humans, or robots).
There's a stage that is borderline That One Level; you're given a number of starting units, but they're in the middle of an oilfield of Exploding Barrels (or gas tanks). A comparatively tiny handful number of enemy mooks nearby will deliberately shoot those barrels and blow themselves up the very moment the level begins, leading to a "Mission Failed" in three seconds unless you're quick enough to direct your units away.
And before anyone asks, yes, the game does announce "MISSION FAILED" if you lose a stage.
EDIT: Come think about it, it could be another Westwood game, there's an ore-collecting mechanic for you to fund your army. And the ore miner you get looks suspiciously similar to the Chrono Miner from Westwood's Red Alert (sans teleportation abilities)
