So by that definition, this Clive should not qualify as an Expy for a character written by Martin.

Every Hero has his own way of eating yogurtExpy has evolved since then, and has been a very problematic trope to say the least, but the main criteria is that the character must be intentionally based on one other character. If there's multiple, it doesn't count.

Yoshida (the games main writer) said that him and his staff binge watched the entire game of thrones show to prepare for making this game. So it does take direct inspiration admited by word of God(The Hero, son sent up to the north, has a wolf companion = John snow).
So I would keep that one over velvet since we at least have word of god statements to back it up.

Clive's section lists two characters that he's an Expy of, yet the trope page states that an Expy can only be of *one* character. Composite Character also does not apply as FFXVI is only inspired by and not an adaptation of ASOIAF/GoT.
