Yes, they can be recreated. Just because they were made by a ban-evader does not mean they're gone forever and ever, and no one can ever recreate them.
You can have the same tropes listed, but the entries have to be reworded. Don't just copy/paste the old page.

I had noticed that quite a few recap pages on episodes of the latter 2 seasons of The Simpsons were deleted by being associated with a ban evader. I wonder if we should recreate them, let alone from scratch.
