How to Create a Work Page has the basics for you.

I recommend editing Sandbox.Expect The Unexpected instead of a real page and ask later if it's good enough for publishing.

See How to Create a Work Page for detailed information. You can indeed create a works page for a fanfic whether you’re the author or not. It’s a good idea to draw it up as a sandbox page first. Once you have it reasonably close to done, feel free to ask someone to take a look at the sandbox page and offer criticism.

The only types of pages you can’t create are YMMV and Trivia pages allied with the works page. You also can’t provide a review of your own fanfic. Otherwise, you should be good to go.

Clarification: You can edit the Trivia subpages for your work, but anything you add there has to be independently verifiable outside of your edits. "I know this because I'm the author" isn't allowed, but "Word of God: The author's note on chapter X says Y" is fine.

Suddenly I'm... still rotating Fallen London in my mind even though I've stopped actively playing it.
