Please don't use a translated version of TV Tropes for your project. That's not "free use"; that's blatant stealing.
See TV Tropes Translation Project and Home Pages By Language. The pages will have Ru/ namespace, and subpages will have it appended ex. RuLaconic/. I'm unsure what to do with article names, since it doesn't support Cyrillic, aside of just using English titles.

Also, I've very skeptical translation of a website is on a level of a school project (we have over 500'000 pages, and just a few pages translated in good quality is something one may consider wanting a payment for), if possible you should consider settling on translating like a dozen random pages in a Doc file and and on paper, then showing the comparison to the teacher for a review, as it's more probable what is expected at that age.
Also, as replied above, Copyright and licensing is in effect. You cannot present a page from TV Tropes as own original work, and you cannot copy pages to another website, if either was considered.

Next, If I get it right, the biggest problem is that article name in article itself still can't be Cyrillic, right? I read the forum thread before but it can't help me really much. About project itself, of course i won't translate the whole wiki. Given that i have around half a year till the day of delivery, few hundreds or little less is completely fine, as my teacher said. Given this time and my current level of english, it's completely achivable task for me. I don't seek any payment for this, but this project is necessary for continuing the studying. Speaking of copyright issues, either way, there's no way i'll present it as my own work and, if needed, there will be link to the original. I'm afraid this whole situation made you feel awkward about me. If it's important for following contact, there's a possibility that i suffer from asperger syndrome and/or ADHD(i even was planning to visit a therapist recently) so, while I know it's not good to ask to, I ask you to be forgiving to me in nearest future. If it's still within the website, meaning making more pages, you're free to do so. Regardless of what the task of this project, technically you'd be volunteering helping us attract new audience with a reward of self-improvement.
If not that, then you'll have to be less vague about what the requirements of your projects are, and a passing-by moderator will probably explain better than me what you can do.

Yeah, Tropedia I think was founded by users who were banned from the site for various reasons. I don't know if the community team here has ever tried to issue a DMCA takedown.
I have no idea what comparable standards there are under Russian intellectual property law (that would be something to ask an attorney), but we're a US-based website, and under US law, doing a few pages for educational purposes and handing that in as your assignment would count as fair use
as long as you gave credit. Translating every page on the site would take forever, and would not be considered fair use. And posting your translations as pages on TV Tropes is perfectly fine.
There's no such thing as "illegal website" unless they're banned by ISP on government's request. Tropedia are just people who have personal differences on how to handle things and are duplicating the work of the userbase without asking.
It doesn't matter which website. TV Tropes as a corporate considers text material on the website as personal property, even if added by thousand fans, and is free to ask to not copy it outside, unless you're formally quoting a small piece of the text. (Not a legal advice, I'm not versed in CC BY-NC-SA 3.0) See the last section of Welcome to TV Tropes.
(Btw a life advice, and I've learned it in school as well, if something didn't come from your head, always pinpoint where it came from, even funny pictures in a slideshow, and always verify if the creator allows sharing it.)

Summing things up, translation itself is no big deal. The only problem i got is that where I'll post the works. If on the other web-site(which seems to be illegal) than i have a problem with design(style). If on TV Tropes, than there seems to be some problems with UR Ls. Though given that i don't have much choice, this still might be a lesser of two evils.
If you're translating TV Tropes pages, your only option of posting is here, since it's the site's pages. Anywhere else is not allowed.
I mean... as long you're learning new stuff. These aren't typical questions.

^That rule is meant to prevent people from doing things like using custom titles to fix spelling errors, appending a long subtitle to the page title, or including the franchise name if they didn't add it to the page address. For example, I moved the video game Warhammer 40,000: Inquisitor — Martyr after somebody used a custom title to add the Warhammer 40,000 part to a page located at VideoGame.Inquisitor Martyr.
In this case you're not actually changing the name of the page, just what alphabet it's written in.

I tried to change title from Ru / Home page to Ru / Главная страница as Star Sword recommended me, using custom titles. Administrivia says i have to wait for mod's approval. Is it all right?

For the record, "I have a mental thing" is never taken as an excuse if some manual of style is not followed after being told so. If an editor requires cleaning after them, the site is free to just not let edit until they can assure they've learned how to do it proper.
Regarding that custom title, it only depends on the moderator in charge of that being online, if they reject the name they'll say so.

It just means Ask The Tropers is typically for "report and done" problems with pages. Since it's not a usual issue, I'm unsure what forum to suggest for enough people to help you get started.
Sandbox/ pages a "personal", meaning almost anything goes on there and nobody would complain, which is good for testing purposes for the writing.

Hello, dear tropers, I'm kinda a noob on this website. In short, I have a school project, which is a big pain in the ass for me(and not only for me), and so as the theme for this project i choosed a translation of TV Tropes into russian language. If you care about that, I don't support russian invasion in Ukraine and, in fact, I myself am from Ukraine. The problem is that, if I properly understood forum pages, you can make an article in russian, but you can't use russian letters in links(UR Ls). What i suggest(albeit I'm not the first one who suggests this) is making links(UR Ls) in translit or of the form like /Ru/(page name in english)(rus).Aren't there any problems with that? Would be glad to see any explanations. I don't really have much choice. If it's not possible to post those translated articles on TV Tropes, i just could post them in the free share. It's just that it would be uglier cause many articles here also contain subpages like "YMMV", "Laconic", "Self-Demonstration" etc. I know it's not good to ask so, but it would be better if i get replies ASAP because first deadline is coming soon.
