Common and period inside or outside quotes depends on American and Commonwealth Spellings, but yeah, it's "first come, first serve".

^This is correct, and reverting unilateral changes that violate "first come, first served" falls under the exception to the Edit War policy that allows edits that bring the wiki in line with policies, so reverting this is fine regardless of who originally added it. PMing them still wouldn't hurt, though, especially since they would be edit warring if they changed it again.
