Maybe it would be better to read it first, then create the page?

Alternatively, make a sandbox and gradually fill it up with tropes as you read it, and once you finish and think it's in good shape, release it and send sandbox to the cutlist.

That's what I'm planning to do. But I'm a very slow reader. I tend to add things that I know generally. When I finally read it, I'll add more tropes.

Feel free to work with Sandbox.Suttree. For Literature.Suttree to stay it needs to be not in "in progress" condition.

You should definitely wait until you finish reading the book and use the sandbox while you do. The page was previously cut for being a stub, i.e. there weren't enough tropes on the page. So to prevent that from happening again, it would be better to work in a sandbox first. There is no rush. The page isn't going anywhere

Ok. Just to be clear, just so I wouldn't make the same mistake - I can recreate the page but it must have all the tropes, correct? And not just "in progress" status?

It technically needs just at least three tropes to be made, but if you're planning on working on it anyway, it's preferable to do so not on its Literature/ page to not fill the edit history and then paste the finished version in.

Just three tropes? Does this mean the page would be remove if there're less than three tropes?

See How to Create a Work Page. Less than three properly explained warrants a Cut List as "too short".

^^^ To put it bluntly, having just 3 tropes is like playing a video game with 1 HP left when Everything Is Trying to Kill You: one mistake, the number goes below 3, and the page is gone. Or, alternatively, something may change later, and the page would be cut (tropes gets cut or merged more and more often nowadays).

And if the examples aren't explained enough why they counts as the trope they're describing, they don't count and thus wouldn't save the page unless fixed ASAP.
