Right, but that one can be clearly defined from a writing standpoint as the main characters and then supporting characters. Just like how "antagonist" can be defined.
"Central Rogues Gallery" for a franchise that has existed for 80+ years and has had hundreds of creators with significant contributions is a bit different. A lot of the characters on other pages were or are major villains. For example, the Court of Owls and Simon Hurt are very prominent antagonists who have reappeared, whereas Firefly hasn't done anything of note for decades yet is on the Central Rogues Gallery page. At the same time, this isn't an in-universe group page like how The Flash is organised by splitting the villains into their in-universe groupings/labels; it's seemingly just whoever somebody thinks is an important (?) Batman villain.
Plus, one of the other issues is that this was seemingly a unilateral decision by one troper. I made that mistake when alphabetising the villains, but apparently that one doesn't require consensus or discussion. This one seems like it does.

For Batman, his villains were alphabetised before and those with their own pages just had their folders link to the character's individual page. In April, Joone Bug 37 created Batman Central Rogues Gallery. The problem before, when a similar page existed (it was dubbed "A-listers") was that... the characters who make the list seem to be arbitrary or up to individual editors to decide.
While everyone can agree on characters like the Joker and the Riddler, there's no real criteria for a character's inclusion on the page. If it's significance in recent stories, then Firefly and Ventriloquist wouldn't qualify. I assumed it's on the level of "historically relevant in some way", which is why I removed Hush and Deathstroke. However, it made me realise that the problem with the "A-listers" thing is basically back with this, and I can't find anything that says there was an agreed upon decision to reorganise the pages this way.
Should the page be kept? More than half of the folders just link to individual pages anyway, and like I said, it's pretty arbitrary as to who is even on the page without a strict criteria.
