As someone with historic knowledge, what that means is from 1242 to 1480 Kievan Rus was under occupation of the Golden Horde empire, which is commonly quoted as why in terms of social advancement, Eastern Europe lags behind Western Europe but has cultural ties with Asia. But this may not be accurate and I'm no history professor, so I probably wouldn't be able to fix the example.

The example was longer in 2017 and was a borderline ROCEJ bait.

I don't even think as-is it even fits the trope its listed at, now that I think about it.
