I think it could be Film.Red(2010) which is a spy movie starring both Bruce Willis and John Malkovich.
I remember a similar scene from the 2002 film I Spy, starring Eddie Murphy and Owen Wilson, although there are some differences. Here is the dialogue from that scene:
Alexander Scott : Where's my monofilament phone descender? And I didn't get one of these exploding pagers. I don't see one of those.
BNS Equipment Technician : You got the micro GPS.
Alexander Scott : Micro?
BNS Equipment Technician : This is your spy-cam.
Alexander Scott : This is Carlos' spy-cam, and this is my spy-cam? Look at the size of this thing! Size matters. But in the spy world, it's reversed. You want people to say, "Look how small and sexy and sleek this is." Not "How huge this is! Look at what he pulled out of his pants. It's huge!"

Hello there Movie Tropers. I'm trying to think of a particular movie and its driving me crazy. What is the name of that comedy funny action movie where the other guy or woman is making fun of a small phone he or she is using to talk to someone, it might be a movie with The Rock or Bruce Willis or with John Malkovich or Owen Wilson in it and the tiny phone looks more like one of those small Pantech C300 Cell phones, I think the movie was about Special agent or secret agent and top secret government stuff and CIA Stuff. And the movie Was Not Zoolander, or Red or Taken I don't think. It was a really good movie. If anyone can think of it please send me a message and remember the tiny cell phone that he or she used was like a Pantech C300 and gray in colour.
