Depending on how strongly the "are taught men are dangerous" bit is, that part could be a form of Demonization. Then the reason behind it would make it a Justified Trope.

This may work. As for the first part of your comment, there's multiple parts to answering:

  • It isn't just the Akane Class enforcing this lie. The male-only Aoi Class also teach their students the same, except they're taught women are dangerous.
  • This lie was passed down for generations
  • Pretty much every student is taught this lie, including the younger students

Granted I haven't read that particular manga, so there may be additional context I'm missing, but from your description it really doesn't sound like the lie is "justified" or "for your own good" at all. Female and male ninjas in the past thought that married civilian life was more appealing than the shinobi lifestyle. Then the ninja leaders' response to the problem, their way to make students stick around, isn't improving the ninja lifestyle to make it more appealing, but lying to their students to make the outside world seem worse.

Yeah, admittedly I suck at explaining, but that was the basic barebones rundown of why the lie was in place.

But for some additional context:

  • They weren't leaving because the shinobi lifestyle wasn't appealing. Rather, they felt the time they had together while in the village wasn't enough and wanted more above all else - even if it meant leaving this lifestyle behind, hence why they were leaving the villages and elope.
  • Many more agreed with this sentiment and began to do the same, who found eloping enticing.
  • As mentioned in the original post, too many instances of this were happening, and the leaders of the classes were fearing that as the number of students sharply dropped, the shinobi lifestyle would be rendered extinct.

And how is the extinction of the shinobi lifestyle bad enough to justify lying to all the students? Whether defense of the status quo is a heroic or villainous action depends entirely on whether the status quo is good or not.

That part, they don't really go into much detail about. They kinda just leave it as a "this is for the best" type of situation and don't build from there, cuz after Tsubaki learns everything, she's basically sworn into secrecy and doesn't bring it up again nor question it.

Ah, so in that regard it's a Take Our Word for It situation: in-universe there's a good reason, but the audience doesn't get to hear it. I Did What I Had to Do seems like a good fit in that case.
