this is what the forums call necroposting or necroing. usually it's acceptable for cleanup projects or media threads if you're adding something to the conversation, since in those cases it's best to have all the info in one place, but if it's something like an old ATT or trope talk query, you're better off creating a new thread
There's no real limit, the problem is that if you're bumping a thread/att/tlp instead of you know, adding something new to it, you'd just be wasting the time of many people who watch new posts for activity. It's okay for recent posts because people may have just overlooked the question in the heat.

On the forums and ATT (moreso the former), there are certain threads that look interesting, but they've received no activity for months, or even years. How far back can somebody go in terms of bumping a thread before it bends the rules (or someone inevitably says "Why did you post in a thread that's been abandoned for so long?" I know bumping TLP drafts from yesteryear is frowned upon, but what about forum threads?
