There's this old anime film (I think it's from the '70s) that I don't remember the title of, and I would like to see if you can recognize it through the following summary.
A future Earth is recovering from some apocalyptic disaster/war that caused the sea levels to rise drastically (when the film starts, the sea level only recently began decreasing by considerable margins), and the protagonist is a brown-haired girl who turns out to be the half-breed child of a Merfolk woman whose entire race is composed of telepathic water-breathing near-humans with sea-green hair (her hair turns green whenever she is literally breathing water while, well, underwater), and she is thrust into an escalating conflict between said Merfolk (who can command sea animals) and the human civilization over the latter's rampant underwater construction projects, exploitation of marine resources and sealife, and the increasing pollution and other environmental damage caused by the former two. The finale has said girl desperately trying to stop what would surely be a very bloody battle between the two sides at the ruins of a submerged city near the Merfolk's home, only to end with her taking a shot (with fatal consequences) for the Big Bad that finally puts an end to the conflict with a My God, What Have I Done? reaction to everyone that was about to fight, and the poor girl dissolves into the sea as she dies.
