"Plagiarism" on TV Tropes is not just about using text you don't have the rights to. In general, we don't want whole sections of copied and pasted text from anywhere, whether it be the back of a book, a public-domain encyclopedia, or (I think) even the description blurb for a fanfic that you wrote yourself.

I discussed it with the other mods, and we agreed that the wiki's rules regarding plagiarism are about ethics and not law.

^Exactly. Plagiarizing a public-domain work is not illegal in itself, but it’s still plagiarism.
