How about the Enchanted Journey? It's an anime, but I think the elder bird sounded like Orson Welles. Here's a clip

There was this show about some small animals who may have been mice, which I'm pretty sure they were traveling around. It had an ordinary 2D hand drawn artstyle. They had to go across roads and such and avoid cats. It took place in modern looking times. it would have been on the channel Teletoon, I'd assume sometime around 2002-2005. I don't know why they were traveling at all.
They had to fight cats, but I don't think they had any weapons. A lot of it took place at night, I think.
