Not a cartoon, though given you evidently don't remember much about the work, is it possible you're actually thinking of the theme from Wizards of Waverly Place? That contained the lyrics "everything is not what it seems" and "when you can get all you wanted in your wildest dreams". The theme song is here

This is a very long shot, but I see there is a version
of the Gravity Falls theme with the second line "Gravity Falls is not what it seems." As far as I can tell (I've never watched the show), that's not in the main version, but possibly could have been used in advertising material or on an album somewhere you may have heard it and remembered it. Again, I realise that's a long shot.

I'm looking for the intro of a cartoon that either starts with the line "the world around you is not what it seems" or "the world around us is not what it seems" and might end the second line with dreams. I know that is not a lot but it's all I got
