Just tried to verify by examining the history of a page chosen at random, and yep, got a login prompt. I'll ask the web admins if it's intended.

Sorry about not giving the update earlier. It may have been mentioned in Wiki Talk.
The admins had made the change due to a request from Google. Some of our "show all history" pages are much too large. The quick answer was to limit that access to members only. The alternative option is adding pagination (and they've been on a "add pagination to stuff that needs it" kick recently, so maybe). Ensuring all the old information was publicly available to guest users didn't seem a priority (and they were focusing more on the recent updates to TLP).

Page history
Why can I no longer view the entire history of a page when I'm not logged in?
