Those are ‘smart quote’ apostrophes. You want 'straight quote' apostrophes. [1]
I just created a new page using my iphone. I can’t format emphasis in the way specified (ex. ‘’’this should work but it isn’t bold’’’). I also indexed the new page, and ran into the same issue.
