Victory sounds are often memorable. One particularly good one is Robotnik's anguished scream of defeat when you beat him in Dr. Robotnik's Mean Bean Machine.
I like the *beep, pwoosh* sound of medkits in Half Life 2. It sounds so satisfying c:

Not really a sound effect so to speak, but the sound when you step on the warp tiles in Link to the Past was the coolest sound I had heard when I first heard it. And then Nintendo screwed it up in the GBA version. (it almost melted my ears off!)
Also the Neo Geo CD startup tune is pretty cool. Whoooossshhhh! Glong!

from Sonic And Knuckles. It shows up in nearly every level of that game.
Level-up noises are usually my favorite. The drum-beat in Fallout 3, the little "Chwing!" of FFVII, and the "Dootdoo dootdoo!" evolution chime of Pokemon are particularly noteable. ^^b
But somehow,◊In other words, the portal gun is a goldmine of wonderful sounds.

Sometimes there's a sound in a video game that I can't help but like. Some of them are the usual, like level up sounds (like in Mass Effect 1 and World Of Warcraft) and victory chimes (Mass Effect 2, various Final Fantasies).
And then there are sounds that I like that some people find scary, but I don't, like noises by the geth, the Human-Reaper, and the gas zombies from Dead Rising 2. I don't know why, but I think they just sound cool.
