I think the reason it's not is that the mods don't want to be constantly bombarded with "but this character is totally famous with the fandom.
Fight smart, not fair.I would like to believe that The Joker is recognizable enough on his own, and I do see how the image is a good fit, but I'd still be a little curious to see other pictures that anyone else may have that exemplifies Chaotic Evil.
It really does. Even if you are one of the dozen or so people who has never heard of the Joker the image is the embodiment of what it means to be Chaotic Evil.

The way to get in is to be A)so famous that people who have never seen your source media know who you are and B) have intense staying power so that you're still famous .
Comic book characters tend to meet this standard the most because they've been around for decades (some before television) while also being thrown into a large variety of media, in particular movies. Visual media are the best since, you know, there's a visual component. As far as I know, the only video games that was phenomenally famous and had sufficient staying power is Tetris with Mario being a close second.

Plus, the pic is arguably better than most Character Alignment pics for demonstrating its alignment. He is evidently writing in blood, which is obviously somewhat sinister; Neutral Evil would have probably saved the blood for more practical use. Lawful Evil... probably would have used the blood according to tradition or historical precedent, (ok that is just exaggeration but you get the idea) and I am guessing using it to write WHY SO SERIOUS would not meet that.

Russell... likes to hurt people... for PEACE.I don't know who Alex De Large is, but I know who the Joker is. Others would feel the same way as me. The Joker also frequently conveys Chaotic Evil philosophy during his dialogue ("The only sensible way to live in this world is to live without rules", "i'm an agent of chaos"). So we should keep him.
I am the lone wolf. I do not lead or follow.I think so. Also, besides being recognizable, it is a guy dressed in clown colors finger painting an ominous message in blood, pretty chaotic evil scenario.
