Nobody can figure out why, because she's clearly characterized as possessing monstrous strength, with her model showing her abs and muscles, and it's not a glitch because she would have been fixed for Revelations otherwise.

I am genuinely worried at how the ladies are going to be portrayed here in Engage.
Like IS has issues with writing women in power in particular.
Like Azura just renounces her claim to the throne for some reason, Mikoto dies, and the whole bit with all the women royals not having special weapons.
Even Three houses as lauded as it is for Edelgard and Rhea still portrays them as heavily flawed and needing men to help them lead like Hubert and Seteth, optionally Male Byleth, while Dimitri and Claude are portrayed as pretty much perfect in their endings and don’t need women to help them lead or the day to day affairs.
And the fact that the female dragon queen dies in a trailer shows how much IS wants to keep that a secret.

The point of knives and shurikens isn't to deal damage anyway, it's mostly to lower the stats of an enemy so someone else can kill them easier.
Yes, they have low base Mt, which can be a bit tough to get over, but they can very much be carry weapons. Their most important attribute is being able to counter at 1~2-range without being inhibited (see: Hand Axes and their ilk costing you 5 defensive Attack Speed and not allowing you to ever double). From there, find ways to stack Str and +dmg abilities (Elbow Room, Strong Riposte, etc.). Forges also help immensely.
For an example of how potent this can be, during my last session, my Mechanist Corrin was one-rounding 50-HP Berserkers with an Iron Dagger +1.

Kaze in particular is pretty much a Mage Killer extraordinaire, especially in Conquest when there's not that many other shuriken/dagger uses.
Mind you, Kaze kills mages thanks to his ridiculously high resistance growth more than due to being a shuriken user. He could kill mages in any other class you put him into.
He can't not be a ninja though. That's illegal.
Bleye knows Sabers.So given that each of the two campaigns have their lines of weapons available at the store and not the other, it's a good idea to have Kaze stick to Shurikens in Conquest when I get him?
Iron and Steel Shuriken is more than enough for Kaze's offense. You could buy more knives like Hunter's Knife for specialization.

You could have one of your Sages take knives so that, when they fight armor units, they can run into melee range and attack them with a weapon that was effective against armor units... which had terrible base power and was being used by units with poor strength, so it was pretty much always worse than just hitting them with magic, which is what you're supposed to do to armor units anyway.
Nach jeder Ebbe kommt die Flut.WTA is pretty important when S-Rank weaponry is involved as well, and there are a rather lot of Sorcerers among the enemy magic ranks in Conquest. Master Ninja with S daggers versus a Sorcerer's S tomes causes the Sorcerer to lose a staggering 5 Atk. Niles, the team's other obvious Res tank, on the other hand, gives the enemy Sorcs +2 damage against him.
x3 There are few shuriken available in Conquest, so Kaze's likely going to have to use daggers at some point. Bronze, in particular, because his poor Luck tends to give the enemy listed Crit.
I think the intent was to make them better against other mages, but it's such a silly idea that I don't know how anyone thought putting up against staves as an option made sense. Knives would struggle to see use (because valuable inventory space) even if Sages got both staves and knives for promotion.
