It's being finished by a different development team. Whoever was bogging it down is no longer present.
And, you know, there's plenty of examples of things from Development Hell turning out awesome.
The thing holding them down was the fact they kept cramming in everything and had to upgrade, like, how many times now, in order to keep from getting dated.

He doesn't. New dev team is more or less working on everything 3D Realms had and shaping it into a neat little package.

All Gearbox has to do is put 3d Realms' work into a nice shiny package and push it out onto store shelves. It'd be pretty hard for them to screw that up.
