The only even slightly viable way to combat a person with a gun is if you can lure them into melee range. Conversely, a smart gun wielder will never get that close.

If she was going to bother with all the tying up and threatening in the first place, she wasn't about to shoot him without warning, and if he didn't seem to hear her, then he wasn't properly warned. 'Sa gamble he could only win, which isn't much of a gamble at all.
It's a gamble that she'd act reasonably or predictably. Your assumptions are likely correct: she would give a warning and may think that he couldn't hear.
Look at that, he didn't knock the gun out of her hand. Will she retaliate by shooting him on the spot, or is she off balance enough that they'll fight first?
I've studied martial arts. The single worst thing you can do as a gun wielder is to close to melee range of your opponent. Fire a warning shot, throw a rock, do something, but don't let yourself go to grab range!
Conversely, Amen should know this, and if Soli doesn't fall for the "deaf and dumb" trick, he's got an above average chance of getting shot.
