The latter is used to describe Western (read: Austro-Hungarian hegemony) "art" music as a whole, the former just refers to a period. In chronological order Renaissance - Baroque - Classical - Romantic - Modern (and various subcategories there of).
However, much of modern music has been declared Discontinuity by a number of classical musicians, leading them to conclude that the 20th century did not, in fact, happen.

What about jazz? A lot of it is a good deal more complex than pop, and there's the mixy stuff like Rhapsody in Blue... actually, now that I think about it I've seen a lot of classical romantic? works that claim to be new and kinda... fail, like Dvorak's ninth or Islamey. But then again what do I know.
