I seem to remember something like that (and possibly something about other monsters calling them hybrids but it has been a while since I read the series), and the Rossario+Vampire wiki says that they are "on the boundary between monster and human".

That entry does appear to be arguing with itself though, and has chained sinkholes, so should really be rewritten.

Well, raiding from Episode 3 dub: Kurumu expositing at about 13 minutes in:

Kurumu: Look, witches are halfway between monsters and humans, but they're not really either one. A long time ago, people used to say witches were the link between monsters and human beings. Nowadays, they just think they're nothing but half-monsters.

Sub:

Kurumu: Mazuto de youkai ka ningen kaiyoku kanai sonzai deshou? Omukashiwa aiashite [...] ハンパモノ.
Tsukune: ハンパモノ?

"ハンパモノ" - Seems to be "Half-monster"?

I think they're still technically monsters since they have magical powers and potency beyond human capabilities. However, that doesn't make it impossible for humans to wield magical artifacts or possible use some forms of magic. As Tohou Said when performing the magical surgery on Tsukune, monsters have the ability to use such magic innately via Youki.

So, while monsters derogatorily brand witches as "humanlike", they are still technically monsters since they have and can wield Youki, something which humans lack.
