... Oh hell no. She was holding back all along?!

Fiat iustitia, et pereat mundus.I don't see where you get that she was holding back from. Bell's pissed and Erika's thrashed.
My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.To quote, with boldface for emphasis:
Gir: Oo! War face?
Bell: Sure, Girly. Let's see your war face. <takes her headband and puts it on Girly's forehead>
Gir: Reactive threat-response mode activated. Primary objective: Protect Bell. (...) HOSTILE IDENTIFIED.
Bell: Good job, Girly. Let me go first.
This, and the Shaking Her Hair Loose effect, seems to me like Gir is partly a Restraining Bolt on Bell's true power, partly a Living Weapon-like Non-Human Sidekick.

Fiat iustitia, et pereat mundus. You have that backwards. Having watched Invader ZIM, it's GIR that's going war face. The one time he's had red eyes instead of green, he lost all of his silliness and became a hyper-competent weapon of mass destruction.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub. While I'm not familiar with Invader Zim, I did actually catch the implication that Gir is going into "walking WMD" mode. Bell's evident Tranquil Fury, "let me go first" line and Shaking Her Hair Loose, however, implies an impending I Am Not Left-Handed moment for her as well.

Fiat iustitia, et pereat mundus.I doubt she was consciously holding back, she was just fighting "normally" to me. But now she's gone into Overdrive for a No-Holds-Barred Beatdown.
"And as long as a sack of shit is not a good thing to be, chivalry will never die."Yeah, she did. Probably as a hammy way of punctuating her attack.
Also...

Fiat iustitia, et pereat mundus. This isn't I Am Not Left-Handed. This is a single technique. She wasn't holding back, she just hadn't done this yet.
Holding back is when you nerf your entire fighting style, not "refraining from using one powerful move that you could have VERY GOOD reasons for not using". This is not Dragon Ball Z. "Character X was HOLDING BACK" is not the answer to everything.

"And as long as a sack of shit is not a good thing to be, chivalry will never die."There is nothing overtly wrong with I Am Not Left-Handed, but only when it serves a purpose to the story. If she was actually consciously holding back her power, for whatever reason, she would have revealed it when she was trying to stop Blossom from killing GIR with her heat vision. If anything, this is definitely Limit Break, Unstoppable Rage, Dangerous Forbidden Technique, or another trope about getting stronger through murderous rage.

Actually, while her legs were tied together, they weren't pinned. Enough freedom to kick or knee her Arm Cannon towards another target like one of the tentacles holding her arms.
Bolas tend to be heavy enough to effectively pin down your legs from doing any sort of kicking or kneeing, though. And the last panels show that Buttercup's legs were not in a good position to do that, anyway.
Fiat iustitia, et pereat mundus.

Update.
Okay, now we know why the power was cut in this page
. But the question is... What happens next?
