To quote, with boldface for emphasis:

This, and the Shaking Her Hair Loose effect, seems to me like Gir is partly a Restraining Bolt on Bell's true power, partly a Living Weapon-like Non-Human Sidekick.

You have that backwards. Having watched Invader ZIM, it's GIR that's going war face. The one time he's had red eyes instead of green, he lost all of his silliness and became a hyper-competent weapon of mass destruction.

While I'm not familiar with Invader Zim, I did actually catch the implication that Gir is going into "walking WMD" mode. Bell's evident Tranquil Fury, "let me go first" line and Shaking Her Hair Loose, however, implies an impending I Am Not Left-Handed moment for her as well.

I doubt she was consciously holding back, she was just fighting "normally" to me. But now she's gone into Overdrive for a No-Holds-Barred Beatdown.

This isn't I Am Not Left-Handed. This is a single technique. She wasn't holding back, she just hadn't done this yet.

Holding back is when you nerf your entire fighting style, not "refraining from using one powerful move that you could have VERY GOOD reasons for not using". This is not Dragon Ball Z. "Character X was HOLDING BACK" is not the answer to everything.

There is nothing overtly wrong with I Am Not Left-Handed, but only when it serves a purpose to the story. If she was actually consciously holding back her power, for whatever reason, she would have revealed it when she was trying to stop Blossom from killing GIR with her heat vision. If anything, this is definitely Limit Break, Unstoppable Rage, Dangerous Forbidden Technique, or another trope about getting stronger through murderous rage.

Bolas tend to be heavy enough to effectively pin down your legs from doing any sort of kicking or kneeing, though. And the last panels show that Buttercup's legs were not in a good position to do that, anyway.

Yeah, but bolas aren't as a rule designed for opponents who have superstrength and can fly. These obviously were built strong enough for her not to break out, at least not easily, but probably not heavy enough to hold down her legs.
