I don't feel saying Part 3 is the least important is really very accurate. Part 3 transitioned the series from one power set to another and while the execution was clunky it was what allowed Araki to work on the new Stand system he was introducing.
In fact it was because of Part 3's popularity that Araki decided to continue the series (he was originally only planning on the 3). So in that respect it's important because it's popularity in Japan made possible all future Jo Jo parts.
Oh damn so if it wasn’t for Stands we would have had only 3 parts.

He planned it to be 3 parts from the beginning. He's said in interviews that the original plan for part 3 was to be a retelling of Dracula with DIO in the place of Dracula. Which makes sense really when you look at part 1 which is really more about setting up DIO as a character than it is about Jonathan. Araki has himself said that in Part 1 he was more interested in drawing Dio than Jonathan.

No Koichi, Kira, Bruno, Mista, Jolyne, Pucchi, torture dance, old Joseph's senile ramblings, "Do you believe in gravity", Ghiaccho's obsession with vernacular, or Steel Ball Run.
Jesus Christ its amazing how different things could have been had Araki not made the decision to change to Stands & instead stuck with Hamon.

Soft and Wet uses bubbles, like what Ceaser did, and I could see a more passive usage of Hamon that allowed normal soap bubbles to carry small objects, though it obviously wouldn't be able to steal more esoteric things.
the dracula novel by bram stoker has very few common points in it structure than Jojo does, and most of the similitudes are sorely for part 1 since it's the closest. Whatever araki had in mind originally was already a huge divergence from the source material.

Pretty few of them, Stands mostly run on giving its users unnatural powers, you might replicate the effects of Magicians Red or maybe Red Hot Chili Peppers with Hamon, but The World, Killer Queen, King Crimson, Made In Heaven, etc. are all impossible to replicate.
Instead of focusing on relatives that divide us, maybe we should try to find the absolutes that tie us.@PMC: S&W not only uses bubbles, but it's also implied to use the Spin to create them, so the Hamon parallel is even stronger.
But yeah, Stands allow for a much wider variety of powers that Hamon would have a hard time covering.

With Hamon you have to be trained in it by Hamon masters which is why Jonathan & Joseph go through their own training arcs to get the full hang of it. And despite its crazy tricks it’s primary purpose is to kill Vampires & Pillar Men with its sun powers.
If Hamon was kept either every MC would already have to trained in it or undergo a training arc but you also need to come up with a new group of baddies that have some kind of weakness towards the sun or else the main purpose of Hamon would be lost.
By making everybody a Stand user it cuts down on all that & allows you to immediately head into the story & action.

Like let's say Jotaro had to win some kind of staring contest, or fought a Stand that would beat him if he closed his eyes. Could a Stand like Star Platinum physically hold open his eyelids to make sure he doesn't blink?
I know this sounds stupid and ridiculous, but I would not be shocked if this would be included in Jojolion or any other part.

It’s definitly the transition period to when Araki was figuring out the concept of Stand powers & how to utilize larger casts.
Sure we can all agree that Stardust didn’t use its cast the best but I argue it’s somewhat of an improvement over Battle Tendency having Joseph do everything of major.
