Their entire universe runs on willpower, so in theory Ger could nullify it altogether, but because willpower literally bends the laws of time, space, statistics and causality around itself in that verse, I could see it give no fuck to that.

Eyes of Heaven should've had Jonathan vs DIO as the final battle, Jotaro's just Jonathan's descendant who only met DIO right before fighting him, Jonathan and DIO have too much history to give anyone else the win.

The problem is that Johnny/Gyro don't know DIO (just Diego, and not that well), and Gappy has never heard of any of these guys. I'd leave this beatdown to the original Joestars.

Question why isn't Kira considered a Complete Monster but Dio and Diavolo are? Because Kira has actually has less sympathetic traits than the other two.
Dio for all the awful, terrible things he did at least seemed to genuinely care about having Pucci as his friend, really loved his late mother, may have loved Giorno's mother enough to let her live and bear a child (though that could have been part of his plans too) and is VERY warped and twisted way grow to love Jonathan. Plus we have Diego to show if things had been just bit different in his life, while he'd still be a power-seeking asshole, he'd not be the "Savior of the Wicked".
Diavolo also for his terribleness, can be honestly considered the only one of Jo Jo main antagonists to be genuinely insane and thus, it's hard to know how much of his actions are deliberate rooting wanting in being the Supreme Maifa Don of all Italy forever. Plus he also fathered a kid which means that he cared enough about the woman he was in a relationship with enough for it to happen.
Kira? He kills women for no reason other then to indulge in a fetish but more then that it's an outlet for him to indulge in misogyny and the spoiled privilege of having a life where things always goes his way. Yeah, sure he goes "I can't help myself" but that is the rational of the rapist and the abuser. He likes doing it and doesn't want to stop. And that is petty real-life that is far more despicable than anyone who wants to take over the world or become the Ultimate Life-Form.
Kira's also kind of implied to be mentally messed up because of his parents enabling him to go to darker places. Maybe not to the extent of Diavolo, but it's rather telling that Kira went from "this picture of hands gave me a boner" to "I'm going to murder your family and dog so I can kill you, cut off your hands, and suck on their decomposing flesh".
Less implied & more outright shown by his father protecting him & saying they’ll allow his murderous tendencies because they love him too much not to discipline him.

This is a lie."Diavolo is a CM because why he is genuinely insane, his brutality isn't caused by it, much like how a dictator shouldn't be considered any more evil for oppression just because they suffer from paranoia. Kira isn't because it's explicit does care for his father as much as a sociopath is capable of, and he it out-evilled in the same arc by the Starter Villain of all characters

It's weird how true that is. Kira is a serial killer who murders women and does nasty things to their severed hands, but Angelo is also a serial killer who rapes children to death. The former lasted longer as a villain simply because he's smart enough and has a convenient enough Stand ability to avoid being caught.
As an aside, Jotaro telling Josuke that no Stand can bring someone back to life isn't just bullshit because of the nonsense Jotaro pulled to bring Joseph back to life at the end of Part 3, but even more so now that we're in Part 5 and Giorno's Stand can turn dead bodies into zombies.
