DIO was cautious mainly because of Jonathan's body not properly integrating with him. His powers weren't at their peak. The moment he was able to fix this by absorbing Joseph's blood, his caution mostly goes out the window. The Power High he got from fully merging with Jonathan's body made him arrogant and careless.

We get some backstory of the Howler's in general but more specifically Acca's grandfather. Turns out that the Howler's also have a lava rock, and have been storing things in a chest with it that even if they have to sell or otherwise give away will always come back to them. Back in the present the focus is mostly on the group in the boat; the ploy that they're attempting is that the bank wants to engage in a land trade in order to make sure they keep their collateral. The group remains firm even in the face of a massive bribe offered to each of them. However, even as Acca is seriously considering signing the (fake) transfer documents, the lava rock that Dragona is hiding begins to crumble and spread out over the cash, and Acca recognizes it as lava rock, so the jig is probably up.
Did anyone else think that the two sailors who brought Acca the cases of money looked exactly like Josuke and Kira from Part 8?
Orcus on His Throne will always be my pet peeve.It's a stretch but IIRC Valentine was keeping his oresence hidden when he first used D 4 C to an extent even the reader didn't know he was the culprit.
Addendum: Secrecy and reclusivity seem to be a pattern among the villains.

That feels like just an extension of the Central Theme of courage and how that results in every part villain being motivated by fear. Dio in part 3 has at least two motive speeches about the nature of fear and how to achieve peace of mind by overcoming it. Kars wants to live without fearing the sun.
Kira and Diavolo are strongly defined by the thought slipping under the radar is the only thing that can allow them to live without fear. Pucci inherits Dio's ideas about peace of mind and reveals they're not really about anonymity and more about resignation to one's fate.
Valentine's power up is ultimate security, which he wishes to extend to the country. Then Tooru's default power is total physical security and goal is financial security.
Jodio stands out as protagonist because he's driven by similar fears as part 1 Dio and Tooru, and like most villains, he's attempting to bend fate for his peace of mind instead of facing it with courage.

Jojolands 24. Before getting into things, there's a hiatus for the next chapter, it won't be out until May. That being said:
On the boat some quick thinking and quicker slight of hand and stand prevent the group from being outted as having a lava rock. Howler's own paranoia comes back to bite him as the shots he fired into the ship when he was wound up have started a fire and now the coast guard and police are here. The group is pressuring Howler to sign the fake papers when we cut to a different scene.
Paco's past is shown, crappy home life with an abusive father, but he loves his father even in spite of it. So when his father is potentially on the hook for murder charges he starts forging cheques using his Stand ability to make people's personal stamps. Meryl Mae tells him that the mafia has set up his dad and is just planning on using him as a new dogsbody to replace the guy they murdered and framed his dad with. So that's how Paco began working for Meryl and is also why he's fiercely loyal to her.
Back to the present Paco and Usagi arrive too late, Meryl's been taken, but her finger has been left behind, showing that her kidnappers are very much not using kid gloves. That's the end of the chapter.
Seems that Howler might not have a Stand after all? Either that or he's too out of his mind in panic to notice Smooth Operators making the money "counterfit" although I guess since Key West didn't notice either so that kinda sinks that.

Speaking of the flesh buds, I wonder if Keicho and Okuyasu's father is a similar entity to Green Baby after whatever the flesh bud did following Dio's death?
