Pika is pronounced pai-ka though, pikachu is pronounced pee-ka.

Plus, he's got Ice Body, which meshes well with his Blizzard attack.
I'm thinking a Bivanilla with Acid Armor, Body Purge, Blizzard, and Leftovers in Hail could do pretty well.
Dunno about the last move. Protect? A type coverage move? Explosion? Because he has Explosion.
I have a message from another time...Yeah, I'm thinking an Abomasnow. I figure that weather-creating Abilities are the way to go, especially with the advent of Drought!Ninetails and Drizzle!Politoed. That way the team doesn't have to worry about maintaining the effect.
Was the rumor about Hail boosting the Special Defense of Ice-types true? If so, that gives Baivanilla some nice potential if he then uses Acid Armor to boost his Defense.
That's just thinking, though. In reality, I have no idea how to run a Hail team.
For one thing, I think that running a team based around a weather that only benefits Ice types is begging for a Fire or Fighting type to wreck everything.
Hm. Looking at some of the other Ice types, I see some potential in Furijio (the snowflake). He's got Solar Beam. I'm sure there's some potential in that. Who expects an Ice-Type on a Sun team?
I have a message from another time...A fighting type could be countered by something like Froslass though, and a lot of ice types have access to ground or water moves to deal with fire, but an all Ice team would probably still be pretty bad.
Also, Furijio looks pretty interesting. Solarbeam, Reflect/Acid Armour, Ice Beam/Blizzard, ??? perhaps? *Makes it painfully obvious he doesn't trust Furijio's 30 base defense*

Burn up, hurricane of justice!Purgatory is essentially a Fire-type Dynamic Punch or Zap Cannon. Sucky accuracy, but if you can swing it, it always causes the special effect.
The trick is in comboing it with one of Chandelar's other moves. Telekinesis.
Telekinesis makes all moves except for OHKO moves hit 100% of the time on the guy you hit with it for 3 turns. Suddenly Purgatory is as much a done deal as a Machamp's Dynamicpunch.
Alternatively, give him Telekinesis, Willowisp, Fire Blast, and Evil Eye. Use Telekinesis to make Will-o'-Wisp and Fire Blast hit, the Burn empowers Evil Eye.
And before you say that the Telekinesis'd 'mon can just switch out... Shadow Tag!

TVTropes Nuzlocke Thread. - Arceus Help Us All.To be fair, now that I think about it, most of the weather changers in question would also be weak to Solarbeam. Politoed, Hippowdon, Tyranitar... Though the could switch them in for free and then out again on the next turn, to something that resists Grass, which would have given them a free turn to change the weather to what you don't want it to be. On the other hand, if what I hear about Solarbeam also getting weaker in different weather is true, then any of those three might as well stay in.

Pachirisu's name was left unchanged because everything else about him is a rip on Pikachu.
As for the tone of the Daienki comic: so you think it should've been Smugleaf instead?
