My AO3 profile. Let sleeping cats lie and be cute and calming.Ambiguous. I read it as that they needed the vacuum pump to reduce the pressure for the test, not necessarily reducing it to 0. I'm not an expert, but poking around, the "zero pressure" test is a calibration one for the monitor where you attach it to zero pressure both to verify that the sensor is good, and also that there aren't other closed valves (admittedly, the references keep being for water systems).

Failing to explain the reasons for safety rules during training ought to be a safety rule violation.
ERROR: The current state of the world is unacceptable. Save anyway? YES/NOHmm... given it's been hinted that this guy knows about the "brownies", I think it's an A.I. thing. Either he has seen robots abused by those who've realized their existence, or he's seen robots forcefully inducted into their society to protect their secret.
Could also be that this guy's just a strict one for union rules, either for safety or because he pads out the budget a bit ("Nope, can't start this job today because it won't be finished in the same day, so that's three hours on the clock, waiting for the next tasking.").
