Nonsense. There are plenty of character based stories out there they manage to have a satisfying ending without killing them all off.
It shouldn't matter how important somebody is to the overall story; every character, ideally, every character, no matter how minor should be been some kind of resolution. And it's especially unforgivable to not give a character who was just introduced two episodes ago and was a major driving force in those episodes any kind of resolution.

So... how did Haruna get cut a Saika spawn? And it looks like things are headed towards a three way war; though I'm really not sure how the Yellow scarves are supposed to compare, given that they have no supernatural help or named characters beyond their leader and maybe Saki.
Well's that's certainly the oddest trio dynamic I've seen in a while...

Half of them are immortal. Their stories will never finish, ever. That's simply the premise, and if you're dissatisfied with that you're never going to be satisfied with any kind of ending short of killing everyone off.
Edit: Huey wasn't part of the group on the train. He was related to them, but had nothing to do with the plan itself. He's much more patient than that, obviously.
Edit edit: Graham isn't important. At some point you're going to have to distinguish between who's a main character and who's a side character. Graham falls squarely into the latter category.
