I'm not sure whether to go for top or bottom. Bottom would probably require an increased mana cost.
I don't quite see the reasoning behind that, unless you're given a choice. If you have to put it at the bottom whether you like it or not, you might be burying the card you needed, and you don't even have the benefit of knowing what'll come up in your next draws.
This "faculty lot" you speak of sounds like a place of great power...
For one blue mana? No. (To put it another way: if it's cast without paying the mana cost, Jace the Mind Sculptor suddenly becomes even more broken, and you don't need to specifically write in if you do have to play the mana cost, because that's just...playing a card.)

Mmm... for five mana, I can steal an opponent's creature, and I have the option (depending on the board state) of picking the big fat bruiser that wants to bash my skull in.
On the other hand, I could theoretically design around this card, resulting in a deck with only a few very juicy but very expensive creatures, and use this to get them on the board for only six mana.

Here's the revised version:

that is, aside from color, strictly better than Spiteful Wishgranting and not banned or restricted in any format. I'm not sure how big an advantage the color is, but I don't think it can be that huge.

I know Gemfinding has a more blue effect, but I'm going with the Time Spiral block school of thought on this. That is, the color choice fits the flavor of what the card represents more than what the mechanic is. Failsafe is intentionally powerful, but I don't think that price will ever allow it to be broken in eternal formats. Want It Need It might need a little bit of tweaking since I can imagine it having an impact on several formats, especially EDH. Is the flavor less strange if I make it say nonland permanent instead?
