Savage Planet, all the way. It's a movie about future space colonists who land on another planet, which for some reaon has giant bears on it. All the bear footage is stock and taken from documentaries, and they only share the screen with people in silly green-screened moments.
1:10 to 2:13 in this video pretty much sums things up.
That's not a montage, either. The movie really is edited that way.

For Your Height Only is one of my new favorites. It's a comedy (I think?) about a secret agent, filmed in 1981 in the Philippines. It's supposed to be a parody of the James Bond movies, but the only parodic element is the fact that the main character is a little person. Included are gems like his boss giving him a bunch of gadgets and not saying what they do, a villain who exists only inside a mirror, and the main character's slaughter of the entire local karate club.

Soul Survivors is the most random movie I've ever seen, to the point that despite its abject stupidity, I was enthralled in trying and failing to guess what the writers would pull out of their asses next.

Deadly Prey doesn't get enough credit in this regard. For god sakes, a guy rips off another guys arm and beats him to death with it!
I have a soft spot for Bride of Chucky, a camp horror classic marred only by the rest of the franchise.

I'm a skeptical squirrelThree Ninjas and its sequel Three Ninjas Kick Back are not good movies. But I definitely remember liking them back in the 90s. I recall the movies being dumb but entertaining. (The third and fourth films in the series... eh, not so much.)
I first saw Return from Witch Mountain (the movie sequel to Escape To Witch Mountain) when I was young, and enjoyed it. Rewatched the film a few years ago, and was surprised that it was watchable despite some humorously bad effects and its authentic 1970s aesthetic. The presence of some good adult actors helped.
Finally, I need to see Samurai Cop
sometime soon. Everything I've heard about it sounds bad but entertaining. The film barely has any mentions here on Tvtropes, and that needs to be corrected.
I think I'm going to have to say Slaughter High. It's completely ridiculous and stupid, but a fun watch on April Fools' Day. Or any old time. Plenty of ridiculous deaths, gratuitous nudity and crappy accents to go around.
My favorite bad movie is, and shall always be, Super Mario Bros.
It's just so ridiculous that I find it difficult not to love it.
