Azrael isn't exactly filler, since he does serve a purpose as a foil for Ragna.
To put it succinctly, he's the Kenpachi to Ragna's Ichigo.

It (and I may be wrong because I haven't touched this franchise in years) looks like a mystery in the same dint of "how are Goten and Trunks able to become Super Saiyans?".
Like, you're curious as to how seven year olds are able to do this but the story doesn't really care about going "woooh, how are they doing this, woooh?" It's just a thing they can do, deal.
Like, 1/8th of his power is enough to go toe-to-toe with Hakumen. Should we have sent him back in time to fight the Black Beast?

Kenpachi is pretty much one of the most iconic examples of savage snarling Blood Knights only in it for a good fight.
