No, it's that Ragna who kills all his enemies inside the NOL, women, child, and man alike.
Personally, I think it's slander and propaganda by the NOL. why say he only killed his enemies? I could see that he'd kill everyone who attacked him in inside each building, giving them a "Listen here. I'm here to destroy this place. You stand in my way and attack me, I WILL kill you. Get out of the way, you stand no chance against me".
Then Hazama and the NOL kill everyone who didn't suicide by Ragna, and blame it on him. No survivors is always good propaganda for ensuring nobody gives him sympathy. I find it a bit tough to believe that he'd cut down a little child or a enemy who surrenders....
Oh, and I also think Saya might be Yan-yan towards her big brother...figuring Nu was...(also, when Noel reverted in CT, did she go Yan yan towards Ragna too?)

I don't know, the game wants us to believe he's this tragic hero, but it's stated plenty of times the guy has killed more people than I could count. That makes it very hard for me to see him as a "good guy" (meow)

Ragna isn't a typical "hero". In fact, one could make the argument that he's not a hero at all. He's trying to destroy the NOL and everyone involved with it due to personal, selfish reasons, for one.
The only heroes are the joke characters.

That's why I have a tough time believing it as well, and me thinking it's the NOL lying about that to make Ragna look bad and to ensure that public enemy #1 looks like True evil, not the True Neutral that he really is. As I said before, If I was the NOL, I would as heck not want to give Ragna any sympathetic views.

To be honest, Bang is the only character with any sense in the whole series'. Out for revenge? Aiding the people is more important. Hates the NOL? Can't work completely against the system. The man put off his quest for revenge until the people of Ronin-Gai (Or running guy, as I call it) could protect and sustain themselves. Most importantly, HE KNOWS WHEN TO BACK DOWN FROM A FIGHT.
That makes him the only really intelligent character (besides Koko and maybe Rachel) in the whole series'. Period.

Didn't Hakumen say that nukes were the reason the world was nearly decimated 100 years ago? And didn't Jin get thrown 100 years into the past to become Hakumen? I'm pretty sure that the Dark War took place back then as well, although it's possible they didn't try that with the Black Beast.
