So am I the only one thinking that we'll mainly get flashback arcs in Railgun from hereon out? Since Mikoto is basically in Index full-time from WWIII onwards

They could do a Mikoto POV of WW3, or do a Kuroko focused arc after. There are some free days she has and considering the length of Jailbreaker, they could put in a long arc with her if they really wanted to, since NT is a long way away.
Probably for the best. Not every Level 5 needs a spin-off, especially when any stories you can tell about them could easily be done in Mikoto or Accelerator's spin-offs already (and for the record, I think Accelerator getting one at all was also pushing it).

The thing is that Dark Matter was legitimately good, lol. It also left plot threads hanging.
Kakine is also a character far less featured in the main series than Mikoto, Accelerator, Mugino, and Misaki, so there was more space to do stuff with him. Accelerator's manga was far more questionable, and evidently led to the story spinning its wheels until it was canceled after only two arcs.

So, does Misaka ever grow out of the tsundere personality and develop more positive traits, or is that just not happening? I understand Railgun exists.
Does Touma continually get mistreated and assaulted by every girl he meets?
Have their been any developments or explanations of who he was prior to his Laser-Guided Amnesia?

Vol 1 Touma is dead, basically.
It's kind of a weird situation where the decoy protagonist and the actual protagonist are the same person
Bewitching Eyes1. So is her relationship with Touma still involve shocking him as a Running Gag or is it a Will They Or Wont They Situation? Like what are their basic interactions like at this point?
2. Similar question, what are his basic interactions with Index and other female characters like now?
3. Did anything interesting happen? Do his parents/anyone important know besides Misaka?
I heard there was a story where two Toumas existed, and the doppelganger was supposed to "be" Volume 1 Touma but possessed by Imagine Breaker or something.

1. They are basically friends/bros at this point, with Mikoto frequently lending a hand, but she wishes it were more.
2. Not really changed. Othinus and Misaki are new additions with actually pretty compelling chemistry with him.
3. We followed him meeting Kumokawa senpai and Mitsuari Ayu, and he fought the girl with the dress and her sister. Most interesting aspect is middle schooler Touma going to alleys looking for fights out of boredom.
One day I will get around to reading through NT properly rather than having piecemeal hopped around that and even into GT (seriously, Touma's really bad at holding my attention for long. Should probably stop dodging Othinus, though). Hey, at least Astral Buddy was neat and I finally got round to that one.
It's somewhat amusing that there's been two novels so close together where Kuroko's actually mattered after that huge gulf of... not existing in Index.
Though speaking of flashback things Railgun could do... if it ever gets that far, there is Mikoto's response when the Sisters become public knowledge: “Oh, no. Oh, no. Oh, no. How am I ever going to explain this to Kuroko!?”
... which sadly must've happened some time between said line and GT-5.
Though, I do believe the award for most unexpected possible quotes (after the absurdity of the American Sisters) goes to this gem:
“Argh, why am I so horny? Maybe I should take advantage of this modern blind spot to deal with that real quick.”
Between this and the "why lust?" response from miss emotion-reader in Astral Buddy...
Kuroko, chill out.
