I think it's clear that Toma is a Dungeons and Dragons character, and he recently leveled up and Took a Level in Badass.
I mean, seriously-do you have any !@#$ing idea how much XP Accelerator must have been worth?
So, this episode, in my opinion, was a good set up for a lame pay-off. The whole Move Point Girl /Kuroko confrontation was great, although I don't quite get why Kuroko stopped teleporting, but then Touma showed to do something I wasn't quite able to make sense of * and then Accelerator just kind of wandered in and instantly resolved the problems.

^^ My guess is that move point doesn't work like Kuroko's teleportation and instead includes some telekinesis. Touma punched through that.
As for Accelerator resolving the situation... honestly, it was handled already. But yeah, that scene was badass. Makes you wonder why he didn't do that to Touma in the first place.
On the downside, during the talk between Kuroko and... teleporter girl (did we ever get her name?) I wanted to hit Kuroko. She's ten times as dangerous as you and not only did you not incapacitate her immediately, you started chatting?

Yeah. The black thing on his neck? It's a battery that he got from the frog faced doctor that connects him to the Misaka network. They aid him in getting around (enough charge for two days at a time) or can help him use his powers for 15 minutes.
Also, in case anyone is all miffed about that not being a spoiler, I'm pretty sure it was in the novel but omitted here. I do know the next story I read with him in it just mentioned it in a way that was like being reminded of past events.

Well the situation was not resolved until Accelerator got there. The rements were still hanging around.
I think losing to Touma and having a time limit for Accelerator's powers was kinda a wake up call to what he could really do. I mean if no one can really hurt you ever and you have all the time in the world why learn to fight better? All of a sudden you can lose and you have to finish in 15 minutes. You gotta learn or die ya know?

Ahh, no. There is no telekinesis to Move Point. She was teleporting things randomly. The main difference between Move Point and Kuroko's teleportation is the fact that Move Point can teleport stuff that Musujime isn't touching and Kuroko has to teleport stuff by touching them.As for the scene with Touma Musujime teleported something weighing near to her maximum load. When you teleport something over a ton, the teleportation becomes much slower, so basically Touma just punched whatever she teleported back to where it came from before the teleportation was finished.
As for Accel vs Touma, most of it was overconfidence, plus the fact that Accel was trying to understand whatever method Touma was using to hit him. he didn't think that it was negating his powers, but rather using a vector he didn't recognize to bypass his Redirection, so that's why he kept going into close ranf\ge with Touma for a bit there.
As for why Kuroko, didn't incapicitate her at once, well she wasn't going to kill her, and she deliberately attacked Musijime in the exact same plces that Musijime attacked her to force her into thinking the same way as Kuroko did. Basically, Kuroko's theory was that since they are both teleporters, and have the same injuries, and have the same knowledge of the surroundings, Kuroko would be able to guess where Musujime ran off to, and since her limit for teleporting herself is four times, she wouldn't get away.
His brain damage, if it was not for the sister network he would not even speak. Under normal conditions all he has running is the ability to mostly walk, speak, and reflect UV rays. When he turns his powers up to full and brings the battery life down to 15 minutes then he does not need the cane.

Just when I thought Accelerator couldn't get any more broken, he pulls out the power of flight. That whole sequence looked pretty cool though. Quite an aversion of Beauty Is Never Tarnished there.
What the hell was up with Toma's ninja skills? When I saw that all I could muster was a Flat "What".
Oh, and I got a little chuckle out of how Kuroko utilized that spoon.
